CiviCRM 3.1.4 Release
CiviCRM 3.1.4 release includes about 100 bug fixes and improvements to existing functionality. All sites currently running v3.1.3 or earlier upgrade are recommended to upgrade as soon as possible.

For sites using Moneris Payment Processor, CiviCRM was not able to obtain an appropriate GPL license for the Moneris plugin code, and therefore that file has been removed from CiviCRM downloads. Moneris is a Canadian transaction processor, working with most of the major credit cards and now direct payment cards as well. There is a US version of the Moneris API out there, but it hasn't been implemented yet. If a site uses Moneris for payment processing, some manual modification are required after upgrading a site to 3.1.4.

CiviCRM site content is licensed under a Creative Commons Attribution-Share Alike 3.0 United States Licence.
The Free Software Foundation (FSF) has recently made a recommendation of CiviCRM as a fully featured donor and contact management system for nonprofits. The Free Software Foundation will also be adopting CiviCRM for its own use, and actively encouraging other nonprofit organizations to do the same.
